The young and visionary Mayor of Polangui—Hon. Raymond Adrian E. Salceda also known as “Nonoy Kap” earned his bachelor’s degree in Electronics and Computer Engineering at Bicol University – Polangui. While pursuing his engineering degree, he started to pursue his passion for Public Service when he ran and was elected as the Sangguniang Kabataan (SK) Chairperson of barangay Centro Oriental and later became the Federated President of the Sangguniang Kabataan Federation of the Province of Albay in 2015.

After completing the 9-year term as SK Chairperson, he was elected and served as the youngest Barangay Captain and President of the Association of Barangay Captains in the municipality in 2015 where he also served as an ex-officio member of the Sangguniang Bayan of Polangui.

His experience in working at the grass-roots level has motivated this young leader to take on the challenge of becoming the Municipal Mayor of Polangui in 2022 and eventually being elected as the President of the League of Municipalities of the Philippines – Albay Chapter, leading the thirteen (13) municipalities of the province of Albay. His priority programs are dubbed “<strong>HEART 4S</strong>” which is centered on <strong>H</strong>ealth, <strong>E</strong>ducation, <strong>A</strong>griculture, <strong>R</strong>ural Infrastructure, <strong>T</strong>ourism, Trade, and Industry, <strong>S</strong>ocial Services, <strong>S</strong>enior Citizen and Solo Parents, <strong>S</strong>mall and Micro Enterprises, and <strong>S</strong>ports and Youth Development, which he deemed are necessary in uplifting the lives of his people and eventually leveraging the municipality’s vision of becoming the “Economic-Boom Town” of the province.

His dedication to delivering unparalleled service has led the municipality to be recognized by various award-giving entities such as; the <strong>Good Financial Housekeeping</strong> citation which is given to local government units (LGUs) that have passed the guidelines set by the Commission on Audit (COA) in possessing sound fiscal management, transparency, and accountability, and the <strong>Seal of Good Local Governance</strong> Award which recognizes outstanding local governments for their performance in various areas such as Financial administration, disaster preparedness, social protection, peace and order, business-friendliness and competitiveness, environmental protection, and tourism, culture, and the arts. Mayor Adrian’s experience in local governance and vision for progress have continually led the Local Government Unit of Polangui to achieve remarkable feats and fueled the administration to create a haven of a culture of competence and empowerment contributing to the greater good of Polangueños.
